You may be describing irritation from a serger/overlocker finish on seams rubbing against your skin. A Seger produces a quick (inexpensive) way to construct garments. You probably could get away with it in a more formal setting if you wear a lightweight v neck sweater over it.( Lacoste or J Crew does this look well.) I think in modern times dress codes have relaxed quite a bit.
